Dear Mr. Kaciuska,
CPI has been discussed at length during the CD in Salou, two weeks ago. Mr. Teer will produce minutes of this meeting and what is written there is valid. All other claims, writings etc. on what kind of forums or by whomever are not valid for us as the CD of FMJD. As you may know, neither me nor Frank Teer are internet policemen and therefore we cannot control what is written. Therefore I urge you to refer to the minutes only to form your opinion, not about what is written by others.

Mr. Bus has retired from CPI and Mr. Matus is his successor. Mr. Bus will help Mr. Matus during the first three months of his term.

Мне лично кажется, что такая «помощь», которая больше похожа на противодействие, Матусу НЕ НУЖНА!Постоянно захожу на: http://fmjd.org/ , и никак не могу найти обещанного отчета по CD…
Я могу понять Franka Teer, когда он пишет: Do you think that all decisions from a CD meeting can be published within one or two days after that meeting?
Да, это так трудно опубликовать отчет о заседании CD и принятых там решениях. Это же столько решений было принято! Где искать время на оформление и публикацию… (Не то что 350 композиций 10-го чемпионата Новополоцка — за задержку публикации коорых у знающих и понимающих людей прошу извинения…)
Но господин Frank Teer всё же проговорился: There are more important things for the FMJD board then the composers world.

Впрочем об этом писал уже не Teer. Он занят «более важными чем композиция делами»… Об «ответственном за композицию при CD» вместо Teer написал в своем «объяснении» сам Бус… А еще Лукашенко ругают — мол держится за власть. Нет, господа, последний диктатор Еропы у на не Лукашенко, а… Угадайте с одного раза кто!

Present: Executive Vice-President Harry Otten, tournament Directors Henri Macaux and Johan Demasure; Treasurer Frits Luteijn; General Secretary and President Technical committee Frank Teer, for EDC: president Janek Mäggi; President of the Medical Committee, also representing the African confederation CAJD: Oumar Thiero; for the section 64 president Leszek Petlicki; For the CPI committee Jaap Bus;
Assistents during the meeting: EDC vice president Rima Danileviciene, also assisting with translation for Mr. Petlicki, and Viktoria Lehtmets, director of the bureau of the European Confederation EDC .
1. Good governance in FMJD Board
The Executive Board has discussed rules for good governance proposed by the General Secretary and will try to work according to these rules. Part of these rules are good preparation for meetings by all participants, better communication with the federations and with each other and better and earlier planning of FMJD events.2. Calendar International draughts 2008 / 2009. :
— From June 6 to June 21 the World Championship match men International Draughts between Georgiev and Schwarzman will be played in the Netherlands.
— Brazil will organize the World Championship International Draughts from October 18 to November 11 in Rio de Janeiro, Copa Cabana Beach, with 48 players in 4 groups of 12 semi finals and a final of 12 players.
— Brazil will also host the World Championship Women during the final phase of the World Championship from November 1 to November 11. Brazil would like to organize the tournament with 24 players from as much federations as possible. The FMJD board has agreed with this.
— The General Assembly will be held during the World Championship in Rio de Janeiro.
— The Youth Olympiad (teams of 1 junior, 1 cadet and one mini cadet) will be held in Ukraine from December 15 to 22. For the first time this tournament is open for maximum 3 teams per federation, but only the stay (hotel and meals) are paid by the organisation for the first team.3. Qualification for the World Championship International Draughts
At the moment 32 players are known to participate in the world Championship: most of the players from Europe and the players who qualified in the Pan-American championship. The African Championship, qualifying for the World Championship is held in July and nothing is known about Asia at the moment.4. Qualification for the World Championship Women International Draughts
The problems during the December meeting of the board are solved by the proposal of Brazil to invite 24 players. The FMJD wanted to ask all federations who organized their national women championship to propose one player. However with the normal number of participants of 14 this was impossible. The Tournament director and the president of the Technical committee will work out the last details of the qualification in the coming days and invite the federations to nominate their participants.5. Rules for World Championships in section 64
Some federations have asked that the World Championship 64 should only be held with the Brazilian rules (which are the same as the rules for international draughts on 100 squares). However the Eastern European countries prefer to play with the Russian rules. 64 President Petlicki explained that all World championships are organized every year and played alternately with the Brazilian and Russian rules. Many times it also depends of the organizing federation. Some only want to organize it when it is played with the Brazilian rules while others only want to organize with the Russian rules.6. News from EDC
The EDC has 6 tournaments this year, amongst others the Youth championship with 4 categories of youth, boys and girls, so 8 groups of approximately 30 players, in Hijken (Netherlands) at the start of August. The EDC also has its assembly in Hijken on august 1.
Furthermore there will be the first tournament ever in Sweden. At the end of August the Viking Open will be organized in Stockholm with some qualifying places for the European Championship in 2010.7. News from CAJD
Africa has proposed its candidacy for the World Championship 2013. The first candidate is Guinee with as reserve candidate Senegal.
At the moment the African country team championship is being played, surprisingly without the participation of Senegal. A revelation in this tournament is the play of Guinee who wins almost all matches.
In July the personal championship of Africa, qualifying for the World Championship will be played.8. News from IMSA and Sport Accord (formerly known as GAISF)
In March the president and EVP visited Denver for the meetings of the International Sports federation organisation Sport Accord and the International Mind Sports Organisation IMSA.
In the IMSA meeting the possibilities for a next WMSG were discussed. It appears to be impossible to have these games in London after the Olympics and the IMSA decided to step away from the Olympic years and will try to organize the second WMSG in 2011 or 2013. There are already some cities interested to host these games.
The president and EVP were both nominated in the Board of IMSA to represent the FMJD.9. Medical Committee and anti doping.
The report and planning of the President of the Medical committee Oumar Thiero were discussed. The main thing for the coming year is the introduction of a small number of out of competition tests. Mr. Thiero will send a request for information about clubs and players to the federations and then select a few federations and some players to be candidates for out of competition tests. From these candidates a final selection will be made for the tests. The tests will be carried out by the National Anti Doping Organizations..10. Composers committee CPI
The World championship for problem composers, PWCP III, announced by the CPI vice president Vladimir Matus, will be postponed. At the moment that it started, on May 15, the World Championship was only published on severall websites in Russian and not yet communicated to the rest of the composer´s world and not communicated to the Executive Board of the FMJD, nor published on the FMJD website. Leaving president of the CPI committee Jaap Bus is asked to talk with the candidate president Vladimir Matus to agree about a new starting date and about some changes in the themes of the World Championship and about the composition of the Jury.
The same is true for the World Championship end games PWCE.
Another subject is the structure / membership of the CPI that also has to be discussed with Vladimir Matus.
The new internal regulations of the CPI (so called “statutes”) were accepted with some minor suggestions for adaptations.
10. Комитет композиторов CPI Чемпионат мира для композиторов по проблемам, PWCP III, объявленный вице-президентом CPI ВЛАДИМИРОМ МАТУСОМ, будет отложен. В настоящее время то, что он начался, 15 мая, регламент Чемпионата мира был только издан на серверах вебсайтов на русском языке но еще не было объявления для остальныой части композиторов мира, не было обращения к Исполнительному органу FMJD, и нет публикации на вебсайте FMJD. Оставляя президента комитета CPI Jaap Bus просят говорить с кандидатом в президенты Владимиром Матусом согласовать новую стартовую дату, некоторые изменения в темах Чемпионата мира и составе Жюри. То же самое верно и для Чемпионата мира по этюдам PWCE. Другая тема — структура / членство CPI, которые также должны быть обсуждены с Владимиром Матусом. Новые внутренние инструкции CPI (так называемый «устав») были приняты с некоторыми незначительными предложениями для адаптации.11. General Assembly preparation
The exact dates are not yet known, but they will be somewhere near the start of the World Championship in Brazil.
There will be elections for the President, the Tournament director Seniors and the General Secretary. At the moment it is not yet known if the current members of the board, Ptitsyn, Macaux and Teer, are candidate for re-election.
The planning is:
— 3 months before the Assembly the federations will receive a preliminary agenda with the invitation to propose candidates for the Board functions.
— 2 months before the assembly the FMJD plans to send a more final agenda with proposals of the FMJD board
— Until 1 month before the assembly the federations may send their proposals and candidates to the General Secretary and a final agenda with proposals and candidates for functions will be presented.12. World records
The Executive Board recognizes the World Record clock simultaneous games set by Jean Marc Ndjofang (Cameroun) with 33 games and a score of 58 points (88 %) improving the World Record set by Anton van Berkel (Netherlands, 32 games).
The board expressed its admiration for the performance and high score of the Grandmaster from Cameroun.13. Meetings of the Executive Board.
The Executive Board will plan a small Board meeting in the start of August in the Netherlands, in October a short preparation meeting just before the General Assembly in Rio de Janeiro and a meeting shortly after the General Assembly to discuss the results of the General Assembly.14. Farewell for Mr Jaap Bus
After the meeting drinks were offered by the Executive Vice-President Harry Otten for a farewell to Mr. Jaap Bus who left the FMJD board after 6 years of membership of the Board, as treasurer and as president of the CPI. The EVP expressed his thanks for all the work done by Jaap Bus.

По последним сведениям, в Берлине, скорее всего в декабре 2009 года, будет встреча Совета Директоров. Мы с Вами плотно разговариваем с 2007-го года. Я убедился в Вашей порядочности. Вы убедились в правоте всех моих словесных посылок.
Пора переходить к делу.
Предлагаю для решения лишь 3 вопроса.
1. Изгнать старый состав CPI комиссии шашечной композиции FMJD. Технически обозначить полную смену состава, с последующим назначением конкретных лиц.
2. По Вашему указанию я выложил мою Концепцию правил по шашечной композиции в 2007-м году (сайт Кандаурова «Шашки в России») на принятых FMJD языках общения. Можете мне поверить, что скачиваний с сайта было более ½ от 1000. Замечаний нет. О чем это говорит? О том, что незачем прятать голову в песок, типа страуса. Нужно немедленно принимать эти правила на международном уровне. Доведите до сведения Совета Директоров, что обезображенная ситуация с Правилами из-за некомпетентных действий (приведших к уничтожению композиции) шклудова-шульги-качюшки будет немедленно исправлена с принятием Правил Б. Иванова.
3. Непростительна (доложите об этом обязательно Совету Директоров) неиспользованная потенция Белорусской Шашечной Школы Композиции и ее создателя Иванова Б.В. В этой связи поставьте вопрос на Совете Директоров об использовании интеллектуального потенциала Иванова Б.В. (разработчик -обладатель единственной в мире супербазы композиций БДИ-База Данных Иванова) для хотя бы следующих функций
a. Регистрации произведений под флагом FMJD любого клиента (с Вашего разрешения) в БДИ, для чего Б. Иванов обязан выслать клиенту удобоприемлемый для него документ о регистрации в БДИ.
b. Доверить Б. Иванову (это позволяют опции суперпрограммы) обеспечение и проведение, судейство любого соревнования по шашечной композицииИскренне Ваш, Борис.
PS. Вопрос о конкретных новых фамилиях «правительства» CPI можно решить чуть позже, по согласованию сторон.
